By “shell command” I am guessing they are are talking about players directing their shells towards specific targets (to purposely damage, bounce or ricochet their shells depending on what missions people want to accomplish).
With “shell command” they (whoever translated this article so poorly into English) are more likely referring to a tool/mod synchronizing pressing the battle button for all people involved. So the riggers are more likely to get into the same queue.
